What Happened
Spring 2023 was a record snowpack year for the Wasatch Range. The Natural Resources Conservation Service’s SNOTEL monitoring stations in the Salt Lake Valley watershed recorded 168% of average April 1 snowpack — the highest in the recorded dataset for the Salt Lake Valley stations. As this snowpack melted through May and early June, Mill Creek carried flows approaching 340 cubic feet per second — its highest recorded flow since reliable gauging began and well above the informal minor flood stage threshold at which overbank flow reaches the low-elevation properties adjacent to its corridor in Sugar House and adjacent Millcreek.
This homeowner’s 1954-era ranch sat approximately 3 blocks north of the active Mill Creek channel, within the historical floodplain boundary. On a Thursday night in May, Mill Creek reached overbank conditions at the nearest channel reach and directed sheet flow across the adjacent parcels toward lower-elevation properties. The homeowner discovered the event on Friday morning: approximately 3 inches of water across 280 square feet of the finished basement, with silt and debris consistent with outdoor floodwater in the water column. The water source was not the foundation — it had entered through a window well that had been overwhelmed by the sheet flow.
The Category 3 Classification and Its Consequences

Three passes of EPA-registered broad-spectrum disinfectant at required concentration and minimum 15-minute dwell time on the concrete floor and all exposed framing.
